win95 scanreg/restore

I was asked to look at a laptop that forces bootup in safe mode. They don't know why and once I get to safe mode I'm not sure what to look for or why it's forcing to boot in safe mode. Does windows 95 have the scanreg/restore feature? Would that be the best first step? I ran scandisk and it went smooth

dj, Scanreg is not an integral part of Win95. The Win98 Version WILL work with Win95, though.
From the ZDNET Win95 Forum:
scanreg.exe -- goes in Command folder scanreg.ini -- goes in Windows folder scanregw.exe -- goes in Windows folder scanreg.reg -- create the following file and merge it into your registry:
