Win95 Restrictions. Help please.

I have two computers networked (10BaseT, RJ45). One PC uses Win 95 and is set up as a client, while the other has NT Server 4.0. Problem is that when I boot the PC, and either if I logon or cancel, a message saying: " This operation has been cancel due to restrictions in effect on this computer. Contact your system administrator." After that, it does not load the task bar nor the icons. I am not using system policy and I also checked my username properties in the server. Don't know what to do. Any help is welcome. Thank you.
