I've kicked around this site for some years (four digit posting numbers in those days).
What usually comes across generally is that WinME is more buggy and troublesome than Win98SE but that Win98SE is better than Win98FE. On that basis I've stuck to Win98SE.
Err... FE = First Edition, SE = Second Edition but I expect you already know that...
Ther are bound to be folk with different opinions though, some people will swear by a product, others will swear at it.

I agree with Derek. Win ME was rushed out in a hurry to catch the Millenium. It was intended to be what Win XP Home and Proffesional are now. Instead we got Windows ME and Windows 2000. Not that there is much wrong with Windows 2000, that was a relatively simple upgrade of Windows NT.
Icorporating the stabilty of Windows NT into flexability Windows 98 proved more difficult than expected. Instead we got something that was pretending to be something it wasnt.
