Comment:
running a network between win98 se and winxp pro. want to enable file sharing. win98 machine can see winxp and can access its shared files. winxp machine CANNOT see win98 machine.
file sharing is enabled on both machines... i can ping both machines from each other and that works fine. ICS is also running on win98 and xp can share the net off that fine too...
both machines are running in the same workgroup and there is a user profile in winxp with the same name as the win98 profile.
ive uninstalled/reinstalled the netowrk card on the xp machine, and still no work.

sorted. needed to install netBEUI on XP, because its discontinued and not installed with XP.
Open the following folder in the Windows XP CD: ValueAdd\Msft\Net\Netbeui. Copy nbf.sys into the %SYSTEMROOT%\SYSTEM32\DRIVERS\directory. Copy netnbf.inf into the %SYSTEMROOT%\INF\ directory. Open network connection properties and click the "Install..." button to add the NetBEUI protocol.
fyi.

If you've got XP Professional, then I have the answer (after weeks of looking!). You need to create a non-admin user WITH A PASSWORD on the XP machine. Then create the same user WITH THE SAME PASSWORD on your 98 machine. Windows seems to use that to implictly log in to the XP machine (and vice-versa probably - not sure).
Hope that helps - it was so frustrating not to be able to do such a simple thing!
