Is there a way to install Win 98 w/o installing IE? I chose 'custom' during setup, but was unsuccessful in avoiding that buggy browser.

If you use 98Lite to install Win98 w/o IE, you will not be able to use the Win98 help system. This is because the help system uses IE to run because it is compiled HTML.

goback to win95
all of the hacks and chops that these sites do is disable IE and replace the shell32.dll 7 explorer.exe from win95
now you have a program that acts like win95 and takes up 4x the space

save your self the time and format reinstall win95,
ps: some of the utilities will work in win95
msconfig, sfc,
