Win 98 setup error

I am trying a fresh win '98 install on to a freshly formatted hard drive. During the final portion of the setup process when it is trying to detect plug and play, I receive the following error message
"Setup has detected the following decoding error. Setup has detected a corrupt setup (.CAB) file." Setup will attempt to recover from this situation.
Of course it never does. Any idea's as to what I can do?

What cab file is missing?It may be on the 98 CD. GOOD LUCK Tony
