Win 98 SE Shutdown Issue!!!

I need advice on a Win 98 SE shutdown problem - again!!
Running a Intel D845EBG2 MB, Intel P4 1.8 Ghz chip, 512 meg memory and Win 98 SE.
Well, I've done the following (plus a few other things): Turned off ALL power mangement options, Disabled the LoadPowerProfiles lines in my startup, Applied the Win 98 SE shutdown patch and the Windows ACPI shutdown patch.
With all of this - I still have some problems. Stalling on shutdown doesn't happen every time - it seems to only occur after I've been using Outlook Express or Internet Explorer (both Ver. 6) then I go right to shutdown. Sometimes I can use IE or Outlook Express, close them out, and THEN use another application such as a text editor or graphics program, then shutdown OK! That's a brief description - does anyone have any thoughts/ suggestions?

For this frustrating problem, a very concerted, methodical, and documented approach involving all the 'players'involved in the 'final act before the curtain goes down' is necessary:-)

I have a few questions to clarify some of the issues:

What Antivirus program you have? What Firewall if any you have? What are the Network components in this PC? [ Start>settings>CPL> Network> Configuration tab]

What Networking Hardware do you have?(Make and Model Please) [from Documentation or Device Manager> + Network Adapter ]

Ditch IE and Outlook and use a better browser such as Mozilla (or the cutting edge thunderbird/firebird combo). 98lite will help you permanently get rid of IE for a faster more stable win98.
You could ask Microsoft to fix IE and Outlook express but they have been 'trying' for years and seem incapable of doing so.

If you are part of the unfortunate microsoft indoctrinated masses and are scared of using non microsoft products, try installing one or all of the microsoft patches written to fix this problem.

What me biased against Microsoft ? Never.

98se can have shutdown problems, download the 98se shutdown patch from microsoft, it solved my problem

try repairing ie. got to control panel--add/remove programs. select internet explorer and click add/remove. choose repair from the list and click okay and follow instructions.

Also, you might try disabling the sound on shutdown. I've seen this event cause strange shutdown issues.

Don Miller's suggestion is a good and easily testable solution:

1.Click Start> Settings > Control Panel

2. Double- click Sounds.

3. In the Events: box, click Exit Windows. [if it has a Speaker Icon to its left]

4.In the Name: box, under Sound, click, None. from the drop down box [click the down arrowhead to open the drop-down box ]

5.Click OK.

6.Test Windows shut down.
7. If Windows does NOT hang, the problem may be a corrupt sound file.

8. Restore the file from your Windows98 CD or its source of installation and test Windows shut down.

My $.02 worth...

The problem that Win98SE has with shutting down is due to the fact that some program is remaining open.

One culprit is if you open IE from within OE and then close OE it does not actually close the program.

The MS patch is related to Networking connections not releasing.

Spyware will keep your IE connection running too.

So, before Windows will shut down all programs must be closed.

A work around is to use a 'forced shutdown'

From: ABComputers. (I have seen these at other places too including MS' site)

Quoting:
To create any of these shortcuts, unless otherwise stated, right click your Desktop and choose New>Shortcut and enter the appropriate command line for your system. Once the command is entered, click Next and enter whatever name you want for the shortcut. Then click Finish. If you want to change the icon, just right click your shortcut, go to Properties and under the Shortcut tab, click Change Icon.

Windows 98/Me only

Shutdown
rundll32.exe shell32.dll,SHExitWindowsEx 1

Restart
rundll32.exe shell32.dll,SHExitWindowsEx 2

Log Off only
rundll32.exe shell32.dll,SHExitWindowsEx 0

Force a shutdown
rundll32.exe shell32.dll,SHExitWindowsEx 4

The above will shutdown any running processes and shutdown your computer without saving any data or warning. It should only be used if you have problems shutting down normally.

Note the numbers at the end of each of the above command lines. They are what make the different actions possible and they can be combined. The most common combination is using the Force shutdown action with a restart. Restart = 2 Force =4, so you would just add 6 to the end of the main command line:
rundll32.exe shell32.dll,SHExitWindowsEx 6

If your computer supports the power-off feature, you can also use the number 8 which is a Power Off action which will not only shutdown your computer, but turn off the power too.rundll32.exe shell32.dll,SHExitWindowsEx 8

To summarize:

0 = Logoff
1 = Shutdown
2 = Restart
4 = Forced Shutdown
8 = Power Off (Shutdown and turn off Power)

Thanks to all! Most of what's been posted I've tried (i.e., sound file thing, MS patches for 98 SE, etc.) I know the networking stuff (adapter, etc.) is OK and all of my drivers are up to date! As best I can recall the problem started after I upgraded to IE 6 and OE 6!?!?!? and I put on a new printer, a Epson 960. For some reason or another the repair function for IE 6 won't work-it can't find a file it needs-I think because I removed the temp folder created when I updated. Anyway, I haven't tried Bryco's suggestion - I'll do that this evening and post back.

I re-read these posts and see one item not mentioned.
Go to Start, Run, msconfig, general tab, Advanced button and place a check next to 'Disable Fast Shutdown'.

If it is already marked as such then remove the check and re-apply it, Click Ok, Ok.
