If you are going to run format on your main boot drive on a running machine ,you are going to wipe out all your data. Format re-structures your hard drive. After you run "format" you must have the basic programs such as command.com and others on some type of disk. This will get your machine to recognize a floppy disk or CD. But if you must : it resides at C:\Windows\Command

You must boot from a floppy or cdrom drive to format the C: drive. You cannot format the C: drive if you have booted from it. As mentioned above, a format deletes everything on the drive.
