Win 98 Fatal Exception OE Occured

I am running Win98 and I can't boot up normal or in Safe Mode. I get this message:

A fatal exception OE has occured at 0167:BFF9DB61. The current application will be terminated.

*Press any key to terminate the current application.

*Press CTRL+ALT+DEL again to restart your computer. You will lose any unsaved information in all applications.

Press any key to continue.

But when I press a key the screen blinks and nothing happens. Any assistance would be greatly appreciated. Thank you.

well you're in trouble.

1. Try reinstalling windows by booting from CD, and then choose the option to fix you're current install.
2. Save all your documents

3. Right-click on 'My Computer', choose properties, choose 'Device manager' and write down exactly which video-adapter, modem, NIC and soundcard etc. you have installed.

3. Format your HDD and reinstall Windows again (or keep working with a crappy install which will cause problems again)
