what is a win 98 boot disk? does it have win 98 on it?

No. It's for starting a PC when Windows is corrupt, missing or has problems that stop it from loading.

Win 95 on CD is about 30mb. A start-up disk will hold around 1mb (much too small).

You can create a startup floppy by going to the Control Panel/Add Remove Programs/Startup disk tab.
