Thanks to all who helped in this battle with the desktop update and especially to Ray for suggesting the pcmag site. It has a forum also called Extreme tech. I posted My win95 question there and someone got it right on the money. It worked perfectly.

To all those who would like to know how to add the active desktop for your windows 95 / NT computer here it is....

Alternate Desktop Update Installation

You can install the Desktop Update using the following alternative method. This method requires you have access to the IE 5, 5.5, or 6 setup directory.

If you installed your current version of IE using the MS online installer, you need to re-download the setup files. Do this from the Microsoft Windows Update web site by starting the IE setup and selecting the Install Minimal, or Customize your Browser Options. On the next screen, click the Advanced button and select the Download Only option. This downloads files from the Microsoft site and saves them on your computer. It does not perform the installation. Files are normally saved in the Windows Update Setup Files directory on your computer.

Open a Command Window / DOS Prompt and change to the Windows Update Setup Files directory

If you are installing to Windows NT 4.0 from IE 5 or 5.5 run the following command:

IE5Setup.exe /C:"ie5wzd /e:IE4Shell_NTx86 /I:Y"

If you are installing to Windows NT from IE 6 run the following command:

IE6Setup.exe /C:"ie6wzd /e:IE4Shell_NTx86 /I:Y"

If you are installing to Windows 95 from IE 5 or 5.5 run the following command:

IE5Setup.exe /C:"ie5wzd /e:IE4Shell_95x86 /I:Y"

If you are installing to Windows 95 from IE 6 run the following command:

IE6Setup.exe /C:"ie6wzd /e:IE4Shell_95x86 /I:Y"

I will still consider this to be my first place to come with questions though.

Thanks to all.

One more thing that was kinda confusing to me it needs the whole command typed not just what's in quotes.

example
IE5Setup.exe /C:"ie5wzd /e:IE4Shell_95x86 /I:Y"

Wow. That is WAY different than anything I have ever had to do. Looks like you have had your perseverance tested on that one. :)

The best thing about it is you can save the Windows Update Setup folder in C: drive and reinstall IE 5 and the desktop update. I have my 95 pc networked to 98 pc with cd rw drive. I copied the folder to 98 and burned to disk then only have to Open a Command Window / DOS Prompt and change to the Windows Update Setup Files directory and type
IE5Setup.exe /C:"ie5wzd /e:IE4Shell_95x86 /I:Y"
select minimal install and let er go. No connection to internet needed. If anyone needs it I have it zipped and am going to try and upload it to a yahoo briefcase of mine. 21 meg zipped.
