I might be wrong...But the way I understand it. ASP is a Microsoft function. So you need an ISP that is using Windows IIS or has Front Page extensions loaded...
Also could be that becsause they are free website companies they dont want to give you too much for free .they simply dont pay more money so you dont have to .

It is depends on what server they use and is they provide facility to run asp to user. Normally there is very few servers which supports asp like IIS,PWS,Chilli ASP(nt) etc.
