Running Win 98 166mmx. Sometimes while I'm on the net the hard drive whirrs like crazy and it seems to slow my system down. Can't open browser windows or go to new sites. At times it's so bad I have to shut down and reconnect.
Is there someone out there in cyberspace checking my system to see what I have - or trying to get into it? Seems like it.

Check if you have enough space for virtual memory on your hdd.
Try increasing your RAM to 32 or (64MB if already 32MB)so it does not try to accesss virtual memory as much as it might be doing now.
What TSR's are you running?
For anybody to access your machine through internet, there should be some remote control software setup on your hard disk. Check through antivirus software and for Back Orifice, msr.exe, among others that I do not know of. Also, try this site: http://grc.com/default.htm

It might be fastfind from office. You can disable this crap by running install on your office-CD

Also, to disable Findfast, go to control panel and double click the find-fast icon (a pair of binoculars). Delete the index(es) and then set the index build time to 0. That little horror will then be disabled.

TSR stands for Terminate and Stay Resident. For example antivirus softwares act as TSR. They stay in your memory once executed and work behind the scenes filtering the files they are configured to scan (slowing down your system in the process). Task Scheduler and Fast Find are in the same category.
If all else seems to be OK, disable Task Scheduler as well as Fast Find. Check bottom right area of your screen, if you find icon for the Task Scheduler - double click that - Advanced - Stop using Task Scheduler. For Fast Find, delete or move the short cut from Start - Programs - Startup.

Windows 98 also has a sys config utitlity. Click start-run and type msconfig. Choose the startup tab and disable veryone of those.
