While intializing device IOS

In the boot up area which I can't get past except in safe mode.
Error: An I/O subsystem driver failed to load
Either a file in the .\subsys subdirectory is corrupt or the system is low on memory.
What can I do??? HELP!

if this is a 98 machine
in "most" cases if you can get to safemode you can bring your system back to normal mode.go to

How to Perform Clean-Boot Troubleshooting for Windows 98

if it is a 95 machine the process is the same but you have to do the renaming by hand "no msconfig"
