Enter your CMOS Setup, by hitting DEL or F1, or something depending on your PC, and look for boot sequence, what does it say there? Try putting C: as the first boot device.
By the way, when you look at IDE devices in the CMOS, does it list your HD as being there?

Boot from a win98 startup floppy and run scandisck c: to check your hard drive.
