when you are doing a dos only boot, no CD-ROM drivers are loaded. Windows 9x and higher have built in drivers for IDE CD-ROM drivers, but these drivers only load when booting into Windows.

if you use a win98 startup disk you can choose to start with cd-rom support.

or if you have 98 start-settings-control panel-add/remove programs-startup disk tab-create disk.

This will give you CDROM support in DOS when going from Windows into MSDOS (click below):

To access CDROM from pure DOS you need a boot floppy which has CDROM support.

Or change the following files so they're similar to mine. This will give you the option of RAW DOS if you want, with sound, cd, or both. If you let it time out, it goes to windows after 8 seconds. You would of course have to change a few paths/filenames/settings, but you get the idea.
