Many systems have trouble with Windows power management when going into or resuming from standby. Your best bet would be to set all Windows power management options to 'never' in Display/power mangement settings

If the clock has stopped, you may want to have the back up battery checked. That's the lithium battery that keeps the clock working on your desktop PC when the power is off.

if it wakes when the mouse is wiggled then the power isn't off. I would check your power management settings . in bios this should be off or apm ( or acpi if there and if in win98). set youw win power managent to always on for a trial. disable the screensaver as trial.
Enabling bios power man can cause problems when the screensaver comes on.

Yeah, right, its the CMOS battery.

Maybe your computer is obese and just gets tired easily
