When a driver is loaded for a device, it loads a "inf" file onto the computer that contains information about the device. Once you change devices or drivers, the previous driver remains on the computer and is manifested in the form of a "ghost" visible in safe mode. This allows you to install a device, remove it, then add it without reloading the driver the second time. If you delete the "ghost" in safe mode from the device manager and then delete the inf files associated with it, you will remove the device information from the computer (with the exception of registry information)and it's corresponding "ghost".

A Ghost file is a disk image file created by a utility such as Norton Ghost for purposes of cloning a hard drive, as in a networked office environment. It can also be used to back up the data on a home computer.
