Just let Windows manage it. You can't go wrong.
Also, you can't go wrong adding another 128MB of RAM to that setup.

In the normal way a system with that spec should not be unduly sluggish.
It is possible to set a "minimum" VM in system.ini but I doubt you would notice much difference to letting Windows totally manage it. Never set a Max (despite what some old websites say).
Putting this line in system.ini can be beneficial with 128M RAM (or more):
ConservativeSwapfileUsage=1
You put it under [386enh] as a line of its own. I would put it between the PageBuffers and PagingDrive lines. What this tweak does is prevent Windows spending time preparing virtual memory when you mostly have enough RAM to cope anyway.
Another tweak worth trying (which can speed file handling) is to set yourself up as Network Server rather than Desktop Computer or whatever. This setting is in My Computer (right click)/Properties/File System.
There are many other tweaks around. Some improve things others make it worse. Those two (and possibly reserving a min VM, as mentioned earlier) are worth a shot.
Mostly the reasons for a sluggish machine are much more mundane. They usually boil down to lack of general housekeeping and malware/spyware.
So, clear temporary internet files, scandisk, defrag etc etc. Download Ad-Aware & SpywareBlaster (freebies) as an absolute minimum.
