I have an empty cd case with an official product key label. I think it was for a discarded windows 98 cd. Is there a way to find out?

Product keys didn't vary between 98 and 98SE. They did vary depending on if the disk inside was OEM or retail. Most disks that came with computers were OEM. An OEM product key will work for an OEM version of either 98 or 98SE. A retail product key will work with a retail disk of either 98 or 98SE.

Upgrade disks to go from 95 or 98 to 98SE I believe were all retail but had their own formula for the product key.

Both upgrade and full install retail disks usually came in a cardboard envelope so the odds are pretty good that if you have a plastic cd case it was an OEM disk and as I said it doesn't matter if it was 98 or 98SE.

Thanks for your reply. I came to the conclusion it must have been for a Windows 98 OEM cd that has long since been discarded. Keep up the good work.

You're welcome. You may be able to pick up a disk at places like goodwill. I used to find them sometimes left in cd drives in computers I scrapped.
