That's a good question.
Hard drive quality is now lower than ever as far as reliability goes. It's more of picking the least evil out of the bunch.
Who you talk to will give you different answers based on limited experience.
I can say that after working in a computer shop for years, of the brands we carried, Samsung and Fujitsu by far came back more often than any other brand by far.
That leaves Hitachi, Seagate, Western Digital, and Maxtor. I personally prefer them in that order from my more limited experiences. I've never had a single Hitachi go down on me, and I've used many of them.

fastest for price
most reliablepesonally I wouldnt touch wesern digital with bargepole
we had problems with seagate drives where i used to work
quantum are not that reliable ( warranty replacememnt drive died after istalling 98 on its first reboot)
IBM are good but not cheap ( my boot drive is an ibm scsi ex server drive)
I used to hate maxtor but 3 of my 4 hard drives in this system are now maxtor 1 of 2 drives in my other system are maxtor also nd their after sales service seems to be very good, much better than quantum and seagate.
