The necessary file to set up the wave device would also be on the disk you used to install the modem. It would be a file named something like serwave.inf. When searching for the wave device driver browse through the modem installation disk.
Sometimes even though the file is there, it doesn't seem to load. But if you keep clicking 'continue' it often sets up anyway.

The driver for this (wave device) may possibly be bundled in the soundcard drivers package. (I spent three hours yesterday chasing down drivers for an HSP56 modem which is in a system I'm working on for a friend.) PC-Tel is the manufacturer. The motherboard (I'm working on) uses SiS chips. (On-board sound/video.) I finally got the right drivers loaded using three different driver package downloads. I'm still not sure which one did it. I just kept pointing to the various files in different dirs until the yellow exclamation mark finally went away.
