If you reinstalled AOL 8 then I guess it was running OK with 98 before?

Dsound.dll is a directx file. Try upgrading your directx.

Before doing the aol and directx installations do a CTRL-ALT-DEL and close everthing except explorer.

Hello, I remember only AOL 7.0 was the latest programme avalaible for windows 98, and only with version 98 SE....
If you installed version 8.0 you have the risk to be unable to come back on a former version, you will get a corruption with DLL's from version 8.0 still active in your windows/system files.... maybe you'll need to reinstall all your 98, 98SE ...
Remember to never install a program without checking if it's avalaible for your system...

I don't recommend any of the recent versions of AOL because of all the junk they install by default. But they will all work just fine with 98.
