Speed can be measured in a few different ways, however the easiest ways are memory additions and believe it or not a new graphics card.

I formatted my hard drive and went to 128 Ram.
Gained speed and 1 gig of memory

If you don't want to buy a new processer a great way to speed up your pc in a big way is to install an ATA/133 PCI adapter card for your hard drive. I have a 400 MHz processor and now with the new adapter card it acts more like a 500-600 MHz. If your machine is faster than mine think of what it will do for you.
