w95 locks up load

I install windows 95 on my computer, but when it tries to run the system freezes. alt+ctrl+delete wont even work. I can load it in safe mode, but i want to be able to access cds. i currently have 3.1 installed on that system, however the directory DOS has the files from the windows 95 command directory, and the command.com file thinks its loading windows 95. the 95 version is the upgrade, as for some reason the cd won't read the setup.exe file from my oem cd.
