Vxd/ntmaphlp on digital camara

I am trying to install digital camara into a pc that is giving me a windows protection error. When I turn the camara on it requires the 98 SE disk and when it finds the catalog file it crashes saying that it needs NTMAPHLP, your windows config is incorrect, vxd error. However, this is only when the camara is pluged in and trying to install it. Any suggestions would be appreciated.
