VPN Server

A year ago when I was using windows 98 I had the option of having a vpn server. Then I upgraded to windows ME. After a year of it I decided to try windows 98 again. But now I can't seem to find the VPN Server in windows 98. Is VPN server only availble in the first edition? or am I just not looking in the right place.
I have VPN support installed as well as Dial Up server.

As far as I am aware of (so far) Windows 9x CANNOT act as VPN-Server i.e. Windows 9x can only be VPN-Client. However, Windows 9x is able to provide simple disk sharing via the Internet.
If anybody knows how to Windows 9x to work as a VPN-Server, please post here. I would appreciate their input. Thanks
