VMM32.vxd - Blue Screen Error

Hello, I've just built my computer on an ABIT BE6-1 motherboard with a Pentium III 667EB mhz processor and 64 megs PC-133 RAM. I also have an generic ISA sound card, a PCI Linksys LNE2PCI network card, a Stealth 3D 2000 (4 megs PCI) graphics card, and a MAXTOR 20GB 7200 RPM UDMA hard drive (attached to UDMA interface). For some reason I can not run my processor on Windows 98 SE at 133 Mhz (1/4) bus speed with a 5x multiplier. I CAN run it at 124 mhz (1/4) multiplier at 5x at 620 mhz. When I run my computer at the 133 Mhz bus speed the computer boots and I see the Windows '98 splash screen. Now, the computer either hangs, or I receive the blue screen error message involving VMM32.VXD. I have a fresh install of Windows 98 and have not updated any drivers except for my Ultra DMA controller. Any idea what's wrong? Is the PCI graphics card RAM too slow to catch up with the processor?
