Viewing Temporary Internet Files

When I try to view Temporary Internet Files, a window comes up that says they can't be viewed as "in use by another facility". I have shut down Firewall, antivirus etc no change. Any ideas. Also should I tick the "Archive" "Read Only" "Hidden" options in Properties? Thanks

Is this when you try to open the FOLDER , Temporary Internet Files, or a FILE within this folder. And, would it happen to be index.dat you are trying to open.

post the exact error message. btw why do you want to open your TIF ?

Workaround is to copy the file(s) in question out of the TIF folder and into a temporary work folder for viewing there. Only a hex editor will consistently allow you to 'see' inside the various files, while notepad/wordpad will still work for a few of them.
