I have videos on a mini DVC cassette and I would like to know how can I put it on a CD? Do you of any software that will do this?

Feed the video into your computer via Firewire/USB or try the Pinnacle Studio Moviebox DV version. This comes with Pinnacle Studio 9 software which I've found is excellent for editing and exporting captured video. You can output to DVD via a DVD Writer or to VCD which will put a movie onto a normal CD-R albeit with a lower (but hardly noticeable) resolution than DVD.
