If I buy a USB 2.0 PCI card and install it onto a motherboard that currently has only USB 1.1 ports, will I be able to attach USB 2.0 devices and will they run at the higher USB2.0 speed? Thanks

Yes. That is the whole idea behind the card. It has a USB 2.0 controler on the card. So you will realize USB 2.0 speeds.

It should work with w98. It does with w2k.
You might want to try different slots in view of interrupt sharing. I just stuck mine inant old way and the USB is sharing an IRQ with the video and four other things. Not a good setup, but it works. So I won't mess with it until I'm ready to re-install w2k.
