USB Modem - unable to detect

I have a Viking USB 56K modem. Everything works if I plug it in after I start up Windows. But if I restart/reboot with it plugged in, the computer is unable to detect that modem. I have tried exchanged for a new one, getting the newest drivers and also upgrading my bios (just in case). Right now, I have to unplug and re-plug the modem everything I start my computer.

My computer is PIII 600, running Windows 98 SE and my mb is Asus P3B-F.

I'll really appreciate it if someone can offer some advices on the problem. thank you.

Not being a hardware guru, the best I can offer is this. MS has some detailed WIN98 troubleshooting guides for both modem and hardware problems.

I have managed to 'solve' the problem by disabling the serial ports in the BIOS. That's seems to work fine for me in this case.
