USB help after upgrading from win95

I've just upgraded from Windows 95 to Windows 98 because we just got broadband and needed USB support for the modem. The problem is my computer will not recognise my USB port. But the weird thing is that I had an external Zip Drive that worked through USB on Windows 95. I've tried to install the broadband modem but it doesn't recognise the other USB port I've got. What do I do? I checked in my device manager and it says the USB port that works has a SCSI controller which is a PCI to USB Host Controller. Thanks
