USB block my pc boot

hi all again..i'm here for another problem.:( i bought "microsoft strategy commander" (a game controller for strategy games),it use USB connection: so..when i boot my pc ,one moment before windows start,i read a protection error and i'm unable to load windows.So i have to disconnect the usb device,reboot pc,and when windows is loaded i reconnect my usb device.Then all work normally. I installed all drivers with non problems,and it appears normally in the system panel. What's wrong? thanx bye
