USB 1.0 & USB 1.1 Compatibility

I have been shopping around online for an external USB CD-RW drive. Some use USB 1.0 while others use USB 1.1

What do these two USB numbers mean?

Is USB 1.1 noticeably faster than USB 1.0?


Would either type of USB CD-RW drive be perfectly compatible with my Windows 98SE-based computer which I purchased back in September 1999?

FYI, my PC has two USB ports on the back of the tower. These two USB ports are part of my ATrend ATC-5220 motherboard.
