I have a Dell Dimension XPS D266 with 512 Ram and 8.4 Gb hard drive running Win95 B. My teenager is using it for basic web browsing. Would it be worth time/effort/$$ to upgrade to Win98 to get him by for a while, or should I just consider a brand new PC?

This machine should be PLENTLY good enough for web browsing--and a LOT of other things except maybe some big games. Personally, I'd put Winhose98 on there but I would NOT upgrade--I'd start clean. I understand your reluctance, however, I spose there is pre-loaded software that came with the Dell.
I'm sure you may know that you can do a clean install with an UPGRADE 98 cd (not update).
The only advantage to upgrading to W98 is better USB support. In the UK a P3 450 base unit is only around £100 whilst your base unit is worth around £50, though if decide to sell it would take out memory if it is PC100 spec. That said for £200 a basic Duron 1100 base unit can be sourced. W98SE second user £30.
It is really a matter of wether or not the PC is adequate for the task? and would an upgrade to W98SE be better?
Summary: I wouldn't worry about upgrading to Win98 unless you really want to. It's a little prettier and has a few patches to problems that you'll never need to worry about (for the most part) Upgrading from...

Summary: Nothing unusual about that I'm afraid ! Although a Win95 to Win98 upgrade is technically valid in practice it seldom goes without problems such as you've experienced. I have personally attempted this ...
