It's a file with a Microsoft Access extension (.mdb) that isn't really an Access database!

You could try copying the "billing.mdb" file to a floppy, then deleting the original from your hard drive. If this screws up anything you can restore from the floppy.
I can't understand why your system would be looking for a .mdb file in the first place. Seems kinda weird.
