University Network Issue...?

I can d/l at around 500k/sec from https, but never anything over 12k from ftps. I know it's not the ftps I'm using, because I've talked to others that have gotten a couple hundred k/sec off the same ones. Someone said something about a proxy or wingate to get around it? Anybody else have this problem or know of a solution? Thanks a lot.

Try getting WS_FTP or some other FTP software and letting that do the downloads instead of your Internet Browser. This should speed it up considerably.
Also, if you are on a campus network the connection to your computer may be only a 10Mb Ethernet run, which would considerably reduce the speed of your downloads if a lot of people are downloading and using the university bandwidth at same time and tying up the 10Mb network. You could get a small switch (4-port or so) which will make your local connection 100Mb which may help, but not significantly.
