Well, the first question is, what kind of W98 disk do you have, that is, RETAIL, (full version), or OEM, (full version) or UPGRADE.
If you have the RETAIL full version, you can scare up a boot disk and format the W95 drive and start clean. So far as I know, in this end of the world, none of the RETAIL "full" version CD's will boot.
If you have the OEM full version, you may be able to boot right from the CD
If you have the UPGRADE version, you can do an "upgrade" but if you format the hard drive, you will need "proof" that you "had" Windows 95
Therefore, if you don't have a W95 cd, you need to get one. You conceivably could install 98 ONCE on the hard drive, but if you ever format it, you'll lose your 95 files, and therefore, the "proof" you need for the UPGRADE CD.
Look over to the left of the display for the links "how to's" and "Install guides"

Can't hurt to search the forum... or even just glance down the current page
Kind of renders your last question pointless
Resist the temptation to close your request for help with semantically-null questions like “Can anyone help me?”

IBM (and other proprietary) machines use a lot of specific hardware drivers which Windows doesn't usually supply. The video will work, but not to it's full potential. Same with the sound. Maybe. The modem, NIC card if present, etc probably won't work without the drivers.
Before you get rid of the current O/S, to collect the current drivers read this on driver collection, Post #4.
It's a good day when you learn something

If you only have 32 meg of RAM you're not going to enjoy or even want to use Windows 98. Stick with what you've got and just reinstall that!
You can avoid many of these Windows problems with Linux. Linspire eases the transition for new users
