Try getting your hands on the Microsoft OEM distribution Kit ( comes on the OEM Windows CD). It has a utility to do an unattened install, and lets you pre config hardware / software for distribution.

We use the same to distribute machines to end users, so once they boot the machine, it looks like it came from the factory, and requires them to enter the Windows Certificate.

These programs run within Windows 98 only
(1)X:\tools\reskit\batch\setup.exe
Basic installation parameters.

(2)E:\tools\reskit\infinst\infinst.exe
Driver File Installation.

Other than using kits provided by MS, you can also write a simple batch file that will copy cab files and then a scripting tool like scriptit or autoit. If you are dealing with multiple machine types, you can also write a slightly more complicated batch file that will perform a memory dump of the bios and identify the machine you are working on which will allow you to install various driver packages to each individual machine. It takes some tinkering, but it is a good way to roll out an OS in a varied environment.
