Unable to use Outlook/MSN messenger

I am unable to login on the MSN Messenger..
Infact MIRC Login is not working too..
Only able to connect with Internet Explorer version 6.0
None of the programs which are external to IE are getting connected to the internet..
For instance my Outlook express is not able to receive and send mails....
I tried configuring proxy settings but still facing a MAJOR BUG..

I am connecting through mobile phone using USB Cable... mobile is based on CDMA Technology... but as far as I think it doesnt seem to be a problem...

Can someone please suggest a solution..??

Are you getting any error message while using Outlook Express or while signing into MSN Messenger???
