Unable To Open Applications

Problem: Win 98 Boots up fine, however, when
trying to launch an application, the following error appears: Missing winsvrc.exe
File Unable to Open Application

Any Ideas??

It doesn't exist on my w98se system,sounds like a virus, explorer.exe should be opening apps.
