I reintalled windows 98 SE and downloaded IE 6.0. I have no problem getting on line and can access most all web sites but one. It is http://valottery.com. I have accessed it in the past with no problems. I called the web site and was told it is up and working and it is not their problem. I called my ISP and they said since I can get on line it is not their problem. Would appreciate any help!

Leok,

The site is up and running. Are you receiving any type or error message or just getting page cannot access.
Strange it's only one site!

Hi Leok,

Your problem is very strange... and I can't understand except:
-do you have a personal firewall (eg Zone Alarm) in which the IP address could be forbidden?
-do you have a personal proxy in which the IP address could be forbidden?
-how are your DNS (you perhaps use an old DNS)?
-what is written in your c:\Windows\hosts file?
-is there someone in your neighborhood/community having the same ISP in order to know whether he/she gets the problem and if not, to compare the parameters: DNS, hosts?
-did you try http://www.valottery.com ?
-the site IP number is 216.167.122.72... please, try the Dos commands:
ping 216.167.122.72
ping valottery.com
-please, try the Web address http://216.167.122.72

Let us know,
Hope I could help!
Have a nice Sunday!

I just get a message "The page cannot be displayed".

I tryed all the things you refered to, Gerard, still nothing. When I use the dos commands, the message is "request timed out packets lost". The host file contains:
127.0.0.1 local host. Any other thoughts?

Hi Leok,

Let's try to do it step by step!
-did you try VAloterry WWW? still "The page cannot be displayed"?

-did you try VAlottery IP? still "The page cannot be displayed"?

-what about the Dos command:
ping 216.167.122.72
Time out?

Hi Gerard

Yes, I tried VAloterry WWW and received "The page cannot be displayed".

Yes, I tried VAlottery IP and received "The page cannot be displayed".

Yes, I used the ping command and the only thing that came back was "request timed out".

Leok,

I'm sorry, I really don't have any idea!!!

You can't access the site even using the direct IP address... that is to say it's not a problem of DNS!

I wonder whether your ISP blocked the access to that site... is there someone in your neighborhood/community having the same ISP in order to know whether he/she gets the problem? btw, would you have another computer with the same ISP?

I understand you reinstalled Windows, so you changed much more than install IE 6... useless to try to go back to IE 5...

By the way, I never told you! I access valottery.com without problem with my Win98SE and IE6.0 (but from Paris, France).

I had a similar problem and I resolved it by Right clicking on My Computer, select Explore wiht my browser closed. Expand the tree to C:\Windows\Temporary Internet files, delete the associated cookies and then reopen your browser and try again.

Hi Bryan,

It would be wonderfully easy! I hope your method will solve Leok's problem because I don't have any idea!

Thanks a lot for your suggestion!

Could you help me understand?... would it be a cookie from valottery designed to block any access? perhaps, Leok won $1 billion and valottery don't want such a visitor again??? ;-)

Leok... please would you mind sending that cookie to me (you'll get a link to my e-mail clicking on my name)? I'm very interested in giving it a look-over!

Yes HTH means Hope This Helps.

My problem was trying to access my Web-page manager address. It was down for a time so when I tried to access it I get the "The page cannot be displayed" message.

I had this address bookmarked and the bookmark's address changed to include the "The page cannot be displayed" message.

Deleting the Cookie and the link resolved the problem when the site was back up and running.

I then created the new bookmark.

Hi Bryan,

Thanks you for your additional explanations!

Effectively, that reminds me of an event on my computer except I just had to delete the bookmark then re-created it to solve the problem... never had to delete a cookie but your suggestion is very interesting and I'll remember it next time!

I thought valottery had sent a special kind of cookie to block the access (and of course, I was excited at the prospect of discovering such a special cookie)... but finally, it seems to be a common malfunction of the system.

I hope this is the solution to Leok's system.

Thanks a lot for your help!

P.S.: Yesterday night, Computing.net kept being unreachable (no IE access, no ping) and I was worrying about it ! fortunately, everything works fine this morning!

Computing.net has been having a few problems I noticed.

leok, try looking in your History folder. Do a wave over the link to see if it includes the access message in it's address. Either way, delete every instance of it within the History folder.

I found a neighbor on line and asked him to try to access valottery. He couldn't access it either. So I went back to the ISP and complained again. My ISP is a local provider here on the Eastern Shore of Virginia, which is a remote area. They tell me now that the host of valottery has a problem with their computer; it stopped talking to the ISP computer. And supposedly they are trying to work out the problem.

Just wanted to let everyone know what happened. I thank all you guys for your input. Appreciated your comments and trying to help.
