UBD98.exe won't install

I downloaded the UBD98 and from my other desktop I got the system files on to a floppy and now i'm trying install windows98 and i want to know what commands do I need to run the setup. I tried setup.exe and install.exe and neither worked so what would be the command to start the installation with UBD98.exe and system files. I need Help I've been playing with this stuuf for a couple days and i'm getting frustrated. HElp!!!!!!!!!
