start, settings, control pannel, sounds. logo.sys is in the root directory. keep scrolling past all the folders to see the files in the root.

Did you try "start, find, files and folders" and search for Logo.sys??

windows 98 doesn't have logo.sys. If you place a new logo.sys in root(C:\ )you will see new splash screen when windows starts. Delete logo.sys to return to windows98 default splash screen.

If there is no logo.sys, Win98 gets the image from io.sys.
