If the computer is 2 or 3 years old installing Windows 98 is going to be very difficult if not impossible. If you could provide the make, model and specifications of the computer we could provide better advice.

If the new computer has xp or vista or windows 7 then consider a free virtual machine. It is a way to run both os's at one time. It is about the only way to install 98 on a new computer.

Hang up and live.

"right in the middle of installing it restarts it self and that happens on all my operating system iv been trying"

What OS's (other than Win98) have you tried? As mentioned, it may be difficult (yet not impossible) to install an older OS on a newer machine. The bigger issues being drivers and RAM. As mentioned, if it came with a newer OS, it may be easier to use a virtual machine to run Win98 inside the primary OS.
