Trouble installing video card

I am trying to install a new pci video card into one of my pc's. The pc currently has an on-board video card that, according to the user's manual, has no jumpers to disable the existing card. The manual says that when you install a new card it will auto detect it and there is no need to disable the on-board card. I have tried to install the card in 2 different pci slots with the same result. When I turn the pc on it will not boot up. It gets to the screen where it says the manufactures name and freezes. At this point the only way to turn off the computer is to unplug it, not even the switch will work. The computer will not go through any boot process at all so I am not able to get into the bios. I know that the card is good because I installed it in a similar machine and it worked fine. Any suggestions? Thanks!

if you can see any part of the gold pins when the card is seated, it is not seating deep enough.

disable the old on in device mng from within windows first. Also make sure that there isnt a sharing conflict (same place device mng for the slots you are trying).

Or change it to a standard vga adapter in device manager than power off and install the new card.
