Toshiba Portege USB CD boot problem

I have just brought a Toshiba protégé 3110ct off ebay, it is going to have the HDD formatted, it has a external floppy and port replica and I have
purchased a Freecom classic CDRW external USB for it. I was think that I may have problems when I come to try and install windows because of the
machine and dos not recognizing the USB cd. Was wondering if anybody had any ideas or help as to my best way of installing win98se or ME using this config. I looked at a few website which mention about drivers that you can
download for usb dos. Please any ideas or thoughts would be great.
