I had a virus and spyware all has been cleaned. But the toolbars are greyed out. If i right click on taskbar and go to toolbars its all greyed out also quicklaunch is gone. I have done a install over 98SE with my 98SE disk and no luck. I scanned at housecall and no more infections were found.
Also in the folders the view as webpage has gone bye bye. I go to folder options and classic style is the only one custom is greyed and webstyle is greyed out. I have tried resetting defalts no luck.
The fix in the old experts-exchange thread says to click the 'enable IE4'. I think the tweakui version they're talking about is an older one as the above download doesn't seem to have that option. Try checking the active desktop references in the IE tab.
You can ignore the recommendation to run SFC as that won't fix anything.
None of those work if i enabled the active desktop icons went away anmd a slidebar was on the sides and bottom of screen. Im not sure what is up. Haven't tried tweak UI yet may have to just format the drive.
A bit of long shot... See if you can find any of the following keys in your registry and change it's value to 0 if set to 1, or to 1 if set to 0.

And another long shot... Try to repair the taskbar by deleting the entire "StuckRects" key in: User Key: [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\ StuckRects]
