Sounds like you lost this .dll perhaps when you uninstalled something. But just get it again here http://solo.abac.com/dllarchive/M.html Hope this helped

Check in the folder that you installed this software and look for these 2 DLLs. If you find any, rename them. The Missing Export generally indicates that the dll being referred to is an old one. Ie: MFC42.dll and msvcrt.dll

I had the popexam.dll message after trying to reinstall my ATI Rage video driver. After trying all the listed solutions with no luck, I went into Windows Explorer, searched for win.* files, found my old win.ini file and the current win.ini file. I renamed the current file to win.old and the old file to win.ini, when I rebooted everything was back to normal. Be sure to use the most current win.ini, by date, that worked previously for you.
